Cadre: Five Seasons of Social Giving

The Ramadan Councils, organized by the MoI across the UAE, began back in 2012. At the time, they were merely in the form of a Ramadan Tent set up across the different Emirates.

In 2013, the Ramadan Councils changed substantially their work methodology and ways to raise issues.  Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior gave his instructions to host the Councils in citizens' homes to add warmth and amity to the discussed topics and to create a feeling of ease among citizens, to let them know that government institutions endeavor to serve them wherever they are, even within the comfort of their homes.

During 2014, and with a view to expand the work scope and to develop the vision of the Ramadan Councils, the MoI chose the UAE Vision 2021 as the theme for this year’s Ramadan Councils under the slogan ‘2021… a Leadership Vision and Society Interaction’. The councils tackled key elements and topics of the vision as an integrated approach for the future envisioned by the UAE leadership to outline the Emirati character, including individuals, institutions, and the country.

In 2015, the Ministry of Interior provided members of the public with the opportunity to brainstorm ideas and discuss the wide array of services it provides; as well as to highlight the key challenges it faces in fulfilling its vision and objectives. This approach was designed to collect community members’ feedback with respect the ministry’s performance as they aspire towards better service and a higher level of performance. The MoI’s councils discussed the services provided by the ministry in five sectors: Traffic and Licensing; Naturalization and Residency; Police and Investigation Centers; Civil Defense and Public Safety; and Society Protection and Crime Prevention, as well as the challenges faced by each of these sectors in carrying out their tasks and duties and in achieving its mission more efficiently.

In 2016, the Ramadan councils, now in their fifth edition, were held under the theme "This is what Zayed loves most". The councils discussed a set of humanitarian values that represent the essential pillars of the UAE community, as instilled by the founder of the country, late Sheikh Zayed bin Sultan Al Nahyan, who shaped the fundamental individual and national characteristics, and dedicated his life to build the country and its people, based on values, ethics and human vision. This approach has contributed to the birth of an ambitious modern state that worthily ranks amongst the most advanced countries in the world, while maintaining the values and traditions deeply-rooted in this land and firmly instilled in the heart of the UAE citizens.

This year’s MoI Ramadan councils tackled five different topics, notably "Zayed, a School of Patriotism"; "the Emirati Personality, Roots and Ambitions"; "the UAE, Symbol of Coexistence"; "Emirati Happiness" and "Emirati Giving."
